Relentless Hunter is the invader's charm, full stop - "They can run, but they can never escape." Both effects apply when you invade other players' missions: as an invader, you completely prevent extraction as long as you live, and you combat tag all mission-goers as soon as you spawn into the invade.

Together they close both exits. The extraction lock means the mission team cannot simply finish up and leave while avoiding you - the only way out goes through your knockdown. The instant combat tag strips away whatever protections or disengage options an untagged state would give them, putting every mission-goer into the fight from the second you arrive.

For dedicated invasion players this is close to a job requirement: it converts invasions from optional skirmishes the defenders can wait out into forced confrontations. For anyone who does not invade, it does nothing at all. Note that defenders have counter-tools in the same charm roster - Prey Turned Predator tags invaders right back. Relentless Hunter requires Level 10 and weighs 1 wt.; its zone and source are not documented.
