Every 20 seconds, one of your abilities fires as if it were 2 levels stronger, which is most valuable for builds whose core moves sit well below the level-6 cap - lower-level characters or fresh skill trees get the largest relative jump, while a kit already at maximum move levels gains nothing. Calling your attack does telegraph it by name, a thematic tell baked into the design.
Two logistics notes from documentation: the charm weighs 0 wt., but it is flagged as "not easily removable", so equip it deliberately. It requires Level 15 and is found in Hueco Mundo; no boss or vendor source is documented in current community documentation.
