The Refund Shrine is the game's only documented way to take back a skill investment: it completely resets one skill of your choice and refunds the skill points, which you can then spend elsewhere. That makes it a min-maxing tool - and a dangerous one, because the shrine can be used only once per character. The community documentation stresses this in no uncertain terms: choose wisely.
Unlocking it requires three items feeding the 'Statue Mystery' quest. The Intelligence Extract comes from finishing the tutorial, the Strength Extract from beating the Crocodile King, and the Courage Extract from beating the Masked Warrior. With all three in hand, start 'Statue Mystery' at the NPC near the statues, then slot each extract into the chests on the statues - there is no specific order.
Once the extracts are placed, a zone appears in front of the middle statue. Entering it brings you to the Refund Shrine itself, where you pick the skill to reset. To leave, return to the front of the room and interact with the object on the wall. Completing the attached quest also rewards the Outskirts Archaeologist title, so even players who want to bank their refund for later get something immediate out of the unlock.

How to unlock the Refund Shrine
